It works for me when I select the input keyboard in Tibetan. When the keyboard is set to English, Open Office will display English letters; when it’s set to Tibetan, Open Office will allow me to type in Tibetan. What you do is you go to system preferences keyboard input sources. There you select the plus sign at the bottom left. Scroll down to Tibetan and add it.
